It seems to me you are using too much burn and dodge.
If you cannot come with the specific shades, try finding some resoruce with a color palette similar to what you want. Same goes for the clothing.

yeah that's pretty much the main problem, I know I shouldn't use too much but when I pick the shading or lighting colors it ends up being all dull and lifeless. I'll check the palette idea though, thanks.

What I mean to say is that dodge and burn are good for somethings, but relying on them makes it look a bit too plastic.
Again, finding good references and the eyedropper are your friends at this stage.

Once I finish with the naruto characters, I'll be doing some other anime. I can practice my portrait drawing and realistic coloring that way without making a ugly picture of...randomness..
I plan to do bleach characters too wink wink. xD

Well, a small comment on your statment, "...when I pick the shading or lighting colors it ends up being all dull and lifeless." I would suggest not making the clothes too 'life-full' unless that's what your trying to show off. you have to make the face stand out! Or at least thats my opinion.
